Committee on Development of Bio-fuels constituted in July'2002 under
the chairmanship of Member (Environment & Forests), Planning
Commission
The final report of the Committee presented to former Prime Minister
in July'2003. As decided by Hon'ble Prime Minister, Ministry of Rural
Development assigned the task as Nodal Ministry for implementation of
recommendations of the Committee
The report recommends that country must move progressively towards
the use of Bio-fuels - Ethanol as substitute for petrol and Bio-Diesel
as substitute for diesel.
LOI issued to TERI, New Delhi in May'2004 for preparation of DPR §
Draft Report of the DPR submitted by TERI is being examined.
MORD to take In-principle approval of Planning Commission and
EFC/CCEA approvals for sanctioning of necessary funds as recommended in
the DPR.
International Scenario
Bio-diesel is being made from virgin or used vegetable oil (both
edible & non-edible) and animal fats. Sunflower & Rapeseed is
the raw material used in Europe whereas Soyabean is used in USA.
USA uses B20 and B100 while in European countries 5 - 15% blends are
being used.
About 100 plants operational in USA, Austria, France, Italy, Hungary,
Germany, Czechoslovakia etc. Technology offered by Italy (Novamont),
France (IFP), Germany (Lurgi), Austria (Energea), UK (D1 oil) etc.
Demand for Bio-fuels in Europe to go up from 7 lakh tonne in the
year 2000 to 175 lakh tonne by the year 2010 as estimated by the
Commission of the European Communities.
Work Done in India
Development of high oil yielding varieties such as pongamia oil,
jatropha oil etc.by Department of Bio-technology, Aditya Bio-tech
(Raipur), Indira Gandhi Agriculture University (Raipur), Bhabha Atomic
Research Centre (Trombay).
Plantation of Jatropha/Karanj ongoing by NAEB (MOEF), NOVOD Board
(MOA), CSMCRI (Bhavnagar), NGOs (Uthan-Allahabad, Sutra-Karnataka,
Institute of Agriculture & Environment - Jind, BAIF Development -
Maharashtra), Pan Horti Consultants (Coimbatore), Classic Jatropha Oil
(Coimbatore), Renulakshmi Agro Industries (Coimbatore) etc.
